Compressor Running, Outside Fan Not

For starters, this is a new unit. Newly remodeled house, new AC unit installed less than 6 months ago.

Thermostat and inside airblower are good. Both kick in just fine.
Pretty sure the compressor is ok as well, it kicks in but shuts off after 30 seconds or so, presumably because the fan isnt turning on to help it cool off.

Things I've done.
- stick test - fan blades spin freely but wont start up and spin when pushed with a stick.
- checked the capacitor - No dome shape and it seems to be fine.

Question: Are there any other simple diagnostic tests I can run before calling the AC guy?

If the unit is less than 6 months old, call the company that installed the unit, it should still be under warranty. I don't think the compressor shutting off after 30 seconds is due to the condenser fan not running. While the fan does cool the compressor, I don't think the compressor would go into thermal shutdown in only 30 seconds. I expect it would take much longer than that. I think you need to get an experienced HVAC tech to look at the system, especially if it's covered under warranty.
