Stick Push Not Working

Came home today to a hot house. Indoor vents were blowing air, but not cool. Outside unit was not making a sound for awhile and then all of a sudden would make a very annoying buzzing noise. Looking through past posts, it seemed many people suggested it was the run capacitor and suggested using a stick to push start the fan. The fan spun for a few seconds but eventually stopped. So I am not sure if it is the run capacitor? It has all the symptoms but the stick push did not start the fan. What do you all think it is?

If the condenser fan isn't working, it's either the capacitor or the fan motor. The capacitor is MUCH cheaper than the motor. I would suggest trying a new capacitor even though it fails "the stick test". Possibly the motor was overheated from a bad capacitor. Don't run the outdoor unit for any length of time without the fan running as the compressor will overheat and you risk doing it damage.
