Blower only runs when AC runs

Blower only runs when AC runs
My blower is only coming on when the AC is called for, even though I have the Fan set to On. The fan and AC do not even run if I set it to Auto. Is this something with the thermostat or do I potentially have a larger wiring issue at the furnace. I just moved in last week, so I don't know how long this has existed. I can hear a fan running when next to the unit, but the main blower only comes on when the AC is on. The furnace is a Heil 92% furnace. Attached is the wiring diagram I took a photo of. 330711-101 Rev C. 
Any troubleshooting tips would be greatly appreciated.

We need a picture of where your thermostat wiring connects to the control board. Many times the installation runs short on thermostat wires so a jumper is used to control the blower in A/C mode.

The stat is a Totaline P320-1110.
Upon further investigation today, I confirmed when the fan is set to On, the blower is running in stage 1. It kicks into high gear when the AC turns on. I'm still not sure why it doesn't always work in Auto. It does work at times. But others, the temp could end up 5 degrees higher than it is set for.
I jumped R G & Y and all worked fine.

When I popped off the stat. The switch on the back for "Gas or Oil" or "Electric or Heat Pump" was in the middle. Could this have been giving me problems. I have an AC unit and Gas Furnace. I would assume I would want the switch set to "Gas or Oil".
