AC not cooling

Buddy of mine moved into a new (to him) house late last summer. While it was only run a few times, the AC worked just fine.

Now this spring the house is not cooling down. The airflow seems to be ok but the temperature of the air does not seem cool enough - no reading of the temperature of the air has been done. The AC is not keeping up with the thermostat - it's set at 74 F but has only been as close as 76 F and warmer than that on the warm days (outside temps have not yet exceeded the 80s around here). The lines outside feel cool and cold as opposed to hot and cold and the air blowing up from the unit also feels quite a bit cooler than expected (he did rinse it out to make sure there weren't leaves or a squirrel nest blocking air flow).

First thought is a leak and low refrigerant level and maybe the previous owner just had it topped off before the sale last year. Any other thoughts?

Temps into & out of the air handler would be helpful. Yes, it is possible there is a refrigerant issue.
