Noisy Inside Unit - Coil is icy. What is the Problem? please advise.

Hi!
I am located in South Florida. AC is on AUTO set at 81 degrees. Last night, I noticed that when the fan stopped, the inside unit was noisier than usual. I saw the coil was icy and the air around the unit was very cold similar to the temperature of a freezer. I turned the system off and flipped off the main A/C breaker but the inside unit continued to go through the cycles (stopping & starting noises) without the fan. After about 3 hours, I turned the breaker back on and the cycling seemed to stop. Since, I changed the filter and the AC is working now but I sense that this is a temporary fix and the problem will persist. What do you think is the problem?
By the way, all my problems started after a simple service call in May - $150.00 for maintenance. In June, the tech was back because the AC was not working at all. He replaced the contactor and fuze inside the unit for a total $350 (1 hour call). One week later, the outside fan was not working resulting in the system blowing warm air. The tech then replaced the capacitor for another $135.00 (30 minutes or so). In 3 months, I am out $635.00 and do not want to deal with that company again. Please help, what could be the problem?
It is a Trane system TWE063P13FA0.

. I am hoping that's it. The filter was not dirty but it was a washable electrostatic filter without a frame. I washed, dried and re-installed the one with the frame that fits better. So far (10 hours later) the outside coil has not frozen again but I still hear that low hissing sound for a few minutes after the unit reaches the set temperature.

Quote "The filter was not dirty" most likely the unit has a sealed system leak and is low on refrigerant. Are you saying that you believe that the maintenance service had something to do with the problems that you are now having? What kind of outfit are you dealing with there?

@Former Member. Thanks for the input. I don't know for a fact that the first maintenance caused the subsequent problems. I am very suspicious of the fact that in the 2 months that followed, I have had continuous problems when the tech told me initially that the system was in great shape and all went well with the maintenance. He then confirmed that my refrigerant (freon) level was fine that was back in mid-May 2015.
I can not fully explain the outfit
It is 1 Trane system with an outside and inside unit (see attached pictures ). I am a bit concerned if there is an internal thermostat that maybe out of sync because I did not like the way the tech changed the fuze - so I wonder if he may have messed up the wiring in the fuze box. And he fixed the problems through trial and error.
By the way it has been 2 days 6 hours since I changed the filter and I have not seen the ice on the outside coil. However I am afraid that the unit has not worked hard enough yet to observe the problem again.

Gina, I think if the unit freon is low it would have frost up again by now. What fuse did he change?

skaggsje; Thanks for asking. The fuze is in the upper left corner of the unit inside a smaller box full of colored wires that has a screwed cover that can be seen when the top cover is removed. Below is the picture of the fuze he removed. The one he replaced it with does not have the "red plastic" bottom, just the top part.
