Heat pump thermostat wiring.

looking for a replacement thermostat for my system and in the process checked the current wiring.
I have a heat pump, but when I check the current wiring I only have 4 wires going to the thermostat.

G - Green Wire
y - Yellow Wire
O/B - White Wire
RC/R - Red Wire
blue wire is not connected.

This is a track home in AZ by one of the big name builders.
Is it common practice to wire it like this? Find it strange they didn't wire it for Heat pump since its born with one.

Actually it is wired for a heat pump. It looks like you don't have any backup heat.

Yeah, it looks like EM is not hooked up, but what I really meant was - isn't it strange they wired it with a 5 Lead cable? Or is this fairly common practice to do it like this? Maybe emergency heat is not the biggest concern in AZ

Probably for AZ it's common, of course in my area it's not. When I pull a stat cable I want at least two spares.

Since some smart thermostats require a C wire I went ahead and measurred the blue wire thats not connected. It was showing 16V ??? Think that is just residual?

More than likely.

What were you checking it to ??
If it's not connected at either end then it's not referenced to anything.
You should be able to use it for C

Checked it against R.
Just checked it at the thermostat. Thought it may be hooked up at the Furnace, but I guest not if just residual. Will take a look at the furnace in the morning.
