Is this a A/C pan leaking?

There is water dripping from my ceiling and I checked my A/C in attic and saw this below.
Is this a AC pan leak? The pan is not overflowed but it's accumulating water on one side of the pan and sipping through the bottom of it.
I see water coming out from the external pipe outside my house.

You have a problem and an incorrectly set up drain system.

The air handler and the overflow drip pan are supposed to be installed and piped outside with two separate pipes. This is hardly ever done as most installers will use a Tee and connect the air handler tray and the overflow pan together.

The air handler is never drained into the overflow pan. That overflow pan should only be wet when you have a problem with the air handler overflowing.

Now you have a rusted thru overflow pan that will need to be replaced and re-piped.
