AC not working after breaker tripped. Please help.

After the breaker tripped the central AC stopped working. I can move the fan when the unit is off; however, the fan cannot be moved when it is on. Not sure what's going on.

Which breaker tripped..... the one for the outside condensor ?

That picture doesn't help us as it can't be read.
You could have a bad capacitor causing the fan not to operate properly. Then the compressor overheats and trips the breakers.

Try letting it cool off for an hour and see what happens. Try spinning the fan with a stick and see if it starts then.

That looks like a very old package unit with gas heat.

Post a picture of the inside of the control panel.

You should have 3 run capacitors on a package unit.
The blower cap may be strapped to the blower but the condenser fan cap is the one that likely requires replacement.

A dual capacitor is commonly used for the condenser fan and compressor.

Do any capacitors appear swollen on the terminal end?
