What sealant is in this pic and what will adhere to it???

What sealant is in this pic and what will adhere to it???

This is a through wall ac sleeve and the seam has some sealant on it. It's pretty soft like putty but looks like hot glue gun glue. It has some voids in random spots and I want to add more to it, but don't know what it is? Any idea? Or would it be better to remove it all and just put silicone caulk?

Also, there is some black caulk in the case that resembles silicone, but not sure what that is either. I want to also fill some voids in it. Is it most likely poly caulk and would silicone adhere to it?

If removing it all, the white sealant and black caulk, is recommended, and recaulking it myself, how can i do so without scratching the paint?

This case is very poorly sealed and I don't want any premature failure of this sleeve...

FWIW, I am able to scrape the white stuff off fairly easy with my fingernail. It sure doesn't seem like adequate protection. I'm leaning toward removing it all and recaulking with something better.... What would you do?
