Cold air not coming out of A/C at times

Cold air not coming out of A/C at times

The filter is new, and the unit runs. Just does not produce cold air at times. Just started now.
I took photos of the unit and it seems there is condensation going on the part that looks like black tape wrapped around. I know nothing about A/C units. I wanted Does this look right, or should I call someone? Should I be concerned with Freon leakage?
I posted a pic of piping where leak is , and 2nd pic is of electrical. sorry the photo is sideways I don't know how to rotate

A/C unit is a Rheem model RHSL HM4221JA

The first picture you posted is of the two refrigerant lines where they go into the evaporator coil. It's normal for the larger line (the one in black) to be cold. If it's not cold, the outdoor system isn't working properly. If the humidity is high, condensation will form on the cold line (normal). When the system isn't cooling properly, check the large black line to see if it's cold. My guess is that you'll find it's not cold when the system isn't working properly.

Assuming that the large line isn't cold when the system isn't cooling properly, go outside and check to see if the outside unit is running. There is a compressor and a fan on top of the unit. Both should be running when the thermostat calls for cooling. If the compressor is running (you should easily be able to hear if it's running) but the fan isn't, take a stick and try giving the fan a "push". If the fan now runs, you most likely have a bad capacitor in the outside unit. They are inexpensive and easy to replace.

Let us know what you find.

Does it cool when the outside air is cooler? That pipe that is taped maybe the suction side and it's good if it's sweating,you can also check the Delta T which is the difference between the supply air at the register closest to the unit and the return air at the unit,difference should be between 15&20*.

You say that it doesn't cool sometimes. Does that also mean that it does cool sometimes? When it's not cooling does the fan come on to circulate air in the house?

I checked outside and the fan is running properly. Cold air should come out of the vents. Yesterday and today not as cold air comes out. Yes it is hot out, but that isn't the issue because I am familiar how it runs in the same temperatures.

The black line is cold to the touch. It is tricky because it does it sometimes, but for the most part it is in working condition. Just wanted to catch it before a fail.

What about the inside fan, the one that circulates the air inside the home. Does that fan run?
