How can I fix HVAC wiring screw up?

Hi everyone, I need some expert help.
I have a packaged AC/HEATING unit that's about 11 years old, the brand is ICP. The problem began about a month ago when the heating stopped working. I can describe the problem as the unit turning on for a few seconds, maybe a minute, shut down, and repeat. I contacted a local HVAC tech who came by and checked it out. He concluded that the unit is over heating and would need to check for a crack on the exchange unit. He did his inspection and didn't find a crack and wasn't sure what might be the cause but adjusted the fan speed to medium and left the side panel slightly open to circulate fresh air. This actually did the work or at least I thought it did. The tech said I can run the unit like that until it dies out. I wasn't too thrilled with that response but whatever and then then said for $350 he would clean out the coils and that would leave the unit ready for summer. I agreed and didn't think much of it.
Fast forward a month, the last couple of days have started to heat up. I turned the AC on and waited for cool air but the air is the same as though the heater is on. I contacted the same tech and to my surprise he said "they wired the unit so the fan can come on early to turn on the heater and they would need to switch it for cooling".... At this point, I'm scratching my head and thinking what the flip!
What do you guys think? How can I fix the wiring so that each setting works the way it's suppose to? What was meant by "wired so the fan can come on early" I took pictures of the unit for reference.

The wiring we'd need to see is at the bottom of that section. It's where the stat connects to the unit via the brown thermostat cable. However, I don't see anything out if the ordinary. I see a timed blower control board.
The model number will help us.
When you turned the A/C on..... did the compressor and outside fan come on ?

Thanks everyone. I think I know what the tech means about waiting for the fan to come on. Before they did anything, you would hear the unit come on, and then about a minute or so, the fan to kick in to push the heat or cold air down. Now when I turn the unit on, the fan instantly comes on and heat will come still within a minute.
I'll post more pics of the wiring, those pics I took when I attempted to clean out the heat sensor.

I found some info on this unit. When the stat calls for heat the indoor fan will come on 45sec after flame has been established. When the stat shuts the flame down the fan will continue to run for 45sec and then shut down.
When the stat calls for cooling the fan comes on instantly. When the cooling call ends the fan will run for 45sec.
Still not sure what the tech did. Can you post a close up pic of the control board wiring?

The blower is controlled by a timer board. If the tech did anything he changed the timed blower operation jumpers. In the manual look at page 15. It describes and illustrates the timer jumper settings.
