Troubleshooting A/C condensor not running?

My air conditioner model number CA5530VKA1 does not run. The furnace blower is working but the air conditioner is not running at all. Any help in troubleshooting is much appreciated.

First off it will have its own breaker separate from the furnace. It will be a 2-pole/double breaker, usually 30A. Make sure it is not tripped (centered between on and off) or turned off. It should also have its own disconnect right by the unit itself. That may or may not contain a fuse r circuit breaker that you should also check.

If the high voltage side looks okay then you need to check the 24v side (the small cable between the furnace and condenser) Do you have a multimeter?

I have checked/reset the 2-pole/double break as well as the circuit breaker outside on the wall close to the AC unit. The AC hasn't seem to have any power. And yes, I do have a multimeter. I assumed I have to remove the AC cover to access the 24v side, correct? This is a Heil AC.

Did you check at the disconnect right before the A/C condensor ?
Was there power there.
