Trane XE1000 hums, fan doesn't turn & doesn't cool air when fan starts by hand

I saw past postings about this, looks like the person replaced a capacitor and then a year later a fuse in the electrical box leading to the air conditioner unit but the pictures he posted are no longer on the internet. The two postings are below:

I am having the same issues he had in the initial problem, humming noise and no fan turning until i turn it manually. Can someone please post instructions and pictures to help replace the capacitors if that's the issue, I have not taken the AC apart before.

Welcome to the forums.

Cut power to the outside condensor. Remove wiring access cover where power and thermostat wiring enters the unit. The cap(s) and contactor will be inside there.

I took off the panel on the air conditioner itself last night and removed the only capacitor in there and the sucker is bulged on the top.

My AC model number is:
TTR036D100A
XE 1000

Here is the info from the capacitor:
GE Brand
97F9882
7.5uf
40uf
440 VAC
50/60HZ

Looks like this item is a direct replacement on Amazon:

Anyone used a Dayton capacitor? Wonder if this would be good to use, this one here, 2MEJ8

Or better yet for a different capacitor, is there any issue using a 370 VAC instead of a 440 VAC like what is in there already? Guy is telling me the 370 and 440 are interchangeable.

Either voltage will work. Caps come in round and oval, try to match your old one. Makes it easier to install.

All new problem one year later! Giving as much history here in case it helps. Two years ago a service guy added 1.5 pounds of freon. Last year a service guy checked the freon levels and said none was needed. That same summer the capacitor on the outside condenser unit went out (outdoor fan stopped turning) so I replaced it, all fixed at that time. We noticed a bit of light rattling noise in the indoor vents at startup of the blower but always went way after about 10 seconds. Fast forward to this summer, the rattling noise has been more prominent and lasting longer and longer and now lasts the entire time the indoor/furnace fan is blowing during AC use. Messing with the furnace cabinet used to impact the sound, but not anymore so not sure if this was furnace blower related, squirrel cage related, or just some metal part of the furnace. Tonight, the outdoor and indoor unit seemed to be working ok, but there was no cool air coming out of the vents starting around 6:30 PM. I went outside and the outdoor fan was turning and I couldn't tell if compressor was running or not. I shut off the system and hosed off the outdoor coil which is something I did a couple weeks ago as well for preventive maintenance. 20 minutes later the air conditioner fired up and started cooling again and has been working several hours since without problem. Any ideas on what might be wrong? Could the capacitor be on its way out again (even though only 1 year old) and it allows the fan to turn but not turn on the compressor? I was thinking about taking apart the top of the unit tomorrow and cleaning out what I can, but I fear that is not the real issue since it does not appear to be super filthy. The rattling noise sounds like blower is bad or bearings going..Could be blower is coming loose from shaft. A/C Guys will be later.

I have the same air handler and had noisy blower motor number of years ago and ended up replacing it. The bearings eventually go bad.

Whenever you aren't sure if the compressor is running when the condenser fan is..... feel the larger insulated copper pipe. If it's not cold.... the compressor is not running.
