New contactor and capacitor a/c not working.

It buzzes. Since it is an electromagnet it didn't seem out of place. The older one and new one both did/do, so assume that is normal.

That is not normal to buzz like that. Certainly not loud enough to prevent you from even being able to tell if the compressor is running

Buzzing is from compressor so it seems like it is powering on.

If the compressor was trying to start..... and it couldn't.... it would hum loudly for several seconds/minutes and then shut down on overheat.

If the compressor is sitting there buzzing.... I'd say it's running. If the large insulated copper line at the back of the condensor doesn't get cold..... then it's time to call in a tech.
