Does my A/C need a new capacitor? see vid

I believe so as I've fiddled with this before and suspected this to be the case but it has been intermittent so I've just come back to it just now and wanted to double check and post this vid here. Fan is in good (enough. actually vibrates a little) and doesn't appear to be seizing except while the compressor is working so is that just evidence of normal functionality between fan and faulty capacitor or might this be something else? Thanks

Since it spins freely with no power..... I'd suspect the capacitor and change that first.

For under $15 (typically) it's worth trying first.

the capacitor was pretty new. turned out to be the fan
