Mini-split pad fastening: Florida code ?

I cannot find how to fasten the outside mini split condenser to the concrete pad in compliance with Florida code.

Con someone reference me to where it is in the code?

My HVAC completely stopped working today, Neither heat, fan or compressor turn on. Things I've checked... Both 120 volt lines are live. Board fuse okay. 24 volts being supplied to thermostat.
