A/C Condenser fan stiff only when power is on

My condenser fan isn't running, compressor runs ok, but switched off since I don't want to potentially burn out the compressor.

When the power is on, the fan blades are difficult to turn and won't go more than a quarter turn when I push it with a stick.

With the power off, the fan turns effortlessly.

Is it time for a new fan motor, or should I try to replace the capacitor first?

Welcome to the forums.

I always recommend testing or replacing the capacitor first.

Thanks! I will get one tomorrow and try it.

Unfortunately my multimeter is deep in hiding, else I would have tested it already.

It is likely that the fan motor bearings are worn out.
With worn bearings when power is applied the rotor pulls sideways and jams either the rotor against the stator or the shaft against the bearing.

You could try to move the motor shaft from side to side and try to detect any movement.

Yup, definitely the motor. Now on to find a replacement for a 20 year old part.
