Can windows be opened and closed with a window AC unit in place?

Can windows be opened and closed with a window AC unit in place?

I have a window AC unit bolted to the bottom of the lower window sash, this prevents the lower sash from opening.
Q: Is there a way to mount a window AC unit such that the lower sash is able to open/close?

A new problem is the upper sash is doesn't "grip" the frame so it falls down and currently a piece of wood is in place to hold it up.
Q: Given that the window AC unit "pushes" the lower sash up preventing the window latch from being an option, how else can I get the upper sash to stay up?
Currently using eyelets and mini bungees but even after cinching, the mini bungees stretch after a couple hours and the window falls. Also the tenant is complaining about having to use the mini bungees and wants a more elegant solution.
The solution can be short term since I've ordered new windows but those are several weeks out.

No. Cut some sticks to wedge under the sash to keep it up.

just put a 6 or 10 penny finish nail in it.

If you use a nail it's best to predrill the hole.
