Frustration with central air

Frustration with central air
So the contactor on my outdoor unit won’t close (it’s brand new), and my indoor fan won’t turn off even when I turn the thermostat off. Can someone help me?

Welcome to the forums.
It's hard for us to help when we know absolutely nothing about the equipment you have.
For starters..... split air only, split air and gas furnace, heat pump ??
If I had to offer a solution to your problem I'd say a safety switch has opened in the furnace circuit. That will keep the blower running but nothing else gets powered.
