A/C fan stoping and starting

When my AC turns on sometimes the fan will stop and start a few times before settling in to run. Had a local company come and look at it they replaced the capacitor which helped a little bit but less than 2 weeks and its still doing it. Could this be caused by either the thermostat or possible be the switch for the blower ? any and all help would be welcomed,

If you change the Fan switch on your thermostat from Auto to ON, does the blower still cycle on/off?

Check the call for the blower from the thermostat with your meter. To see if it’s controls or line voltage related.
