Compressor comes on but blower inside will not start
The AC compressor outside runs but the blower inside will not come on. The fan spins freely by hand. The control board on the unit in the attic will click once when powered on and the light flashes red once but the blower never starts. I pulled the capacitor and shorted it out and the multimeter reads nothing. According to the control board guide (White Rodgers 50A55-288) one flash means "cycles exceeded"
Should I replace the capacitor? Control board or look elsewhere?

Normally doesn't happen in the summer but could be the roll-out sensor tripped. Should have a push-button to reset.
