AC upstairs not working, but working downstairs

Just happened today. Downstairs AC is working, but upstairs is not
Upstairs no air is coming out the vents. Thermostat is set to "auto". I don't know anything about ac, but i can hear like a fan on, when i turn on the ac. Normally after that, i can hear something else turn on (assume the blower), and that's when the AC starts blowing. This is normally how it goes,
Today, the fan would be on, and then you can hear the blower turn on, then shut off instantly, like it wants to turn on.
The thermostat is hard wired. The unit outside does turn on. I checked the breaker and nothing is tripped. I also tried heat on the thermostat, and i get no air coming out the vents either. Honeywell pro 4000, 1 upstairs, and 1 downstairs
Suggestions?

Nothing to do with the downstairs A/C.
You said the outside unit is working for the second floor but no air out of the second floor ducts.
You need to locate the air handler as it sounds like you have a blower problem.
It may be a weak/defective capacitor or defective blower motor.
