24 volt on wires to contactor

If the low voltage wires to the contactor are disconnected from the contactor and checked with a volt meter they read 24 volts. when hooked back to the contactor the contactor does not energize or read 24 volts an consequently the compressor does not run. Replaced contactor twice same result. looking for any suggestions

Welcome to the forums.
You have a weak or corroded connection. That connection is allowing enough current to flow to let the meter measure but not enough to close the contactor. With the contactor connected..... measure the voltage where the two thermostat wires from the house are connected to the condenser. There will usually be wirenuts at that point.
