Evaporator coil in bad shape

Evaporator coil in bad shape

So, I just moved into an apartment, and I noticed that the fins on my evaporator coil are in bad shape. Maintenance has cleaned them 2 times now. They look mostly clean, but some are cracked, deteriorating and bent badly. Please see the photos attached. This is a 'heat pump' system. Please answer my questions below.

- Does this evaporator coil need to be replaced?

If so, why?

- Can this make my utility electric bill more expensive, or will it definitely?

- Is this a health or safety concern?

Overall, the maintenance crew is saying, there is no need to replace it and it is as clean as it can get. Also, they are saying, they don't need to replace it, because the temperature in the apartment is fine, as well as the temperature coming out of the vents. They are correct on that, it does heat fine for it being Winter.

- Will this be a bigger issue in the hotter months? I am in Atlanta, GA.

Missing fins are for the most part not a major concern. There are no health risks.
It can detract from the overall system efficiency.

What are your thoughts on if this coil and padding shown in the photo should be replaced or not?

From where I'm sitting that coil looks pretty plugged. Is there a lot of the insulation caught in it ?
Insulation that is decomposing and shredding should be replaced.

Insulation

I am not sure about the insulation, since this is an apartment. They are scheduled to come out this week to try and straighten out the fins with the correct size fin comb and clean the fan inside. The fins are actually pretty clean, they just look dirty, because some dummy bent them up using the wrong size fin comb cleaning them. Zoom in, you may be able to see what I mean.

From the pictures, it looks like the coil is just dirty. The build-up could be insulation but I would bet it is just a very dirty coil . The prior tenant could have not replaced the air filter when necessary or never installed one. Either way a dirty evap. coil is had to clean due to it's location.
