a/c condenser not working

Hello,

I tried turning on my a/c a few weeks ago and noticed it was not cooling the house. I went out to see if the outside unit, which I think is called the condenser, was working and it was not. I know it cycles on and off but it just never switched on.

Well, the temps are up again this week and I desperately want the a/c on so I went up in the attic to see if I could see anything amiss. I had been up there, going back and forth in the space next to the unit in the winter.

I spotted a brown wire with white and red wires coming out of it and the white wires were not connected. Please see photo.

This brown wire comes out of the attic unit and heads out towards the side of the house where the condenser is located.

Could this be the problem? Maybe this wire communicates to the condenser when it's time to blow hot air out? My understanding is pretty limited... Would it be ok for me to connect the wires and see what happens?

That certainly looks like a splice that came apart.
There is a two wire cable that connects the air handler to the condenser.
