White powder on insululaton in air handler

I've got this 30 year old air handler, the sheet metal and the fan. The A frame has been replaced maybe 5 years ago as well as the compressor so it's working OK. I took the panel off to see if the A frame needed cleaning this spring and inside on the mat insulation is this white dry powdery looking stuff. It's dry, I can sort of rub it off with my fingers, but not completely. The fan (squirrel cage) fins have the same white powdery looking stuff on them, but it looks more like plating rust, but is the same white color. Is this something I should do something about? Spray some hydrogen peroxide on it or what? I suppose the insulation material could be replaced but it would be a real chore.
