Clean Inside A coil with bad access?
Have luxaire not cooling properly. Cleaned outside coil. Inside coil never cleaned over 20 years. Doesn’t look too bad from a distance. Can only access by removing motor and going through the bottom. Have to reach up like 3 feet. Could I spray foam from bottom and rinse with hose? Will be messy but I’m desperate.

All coils are not accessible for cleaning. I have a Luxaire/York too. I haven't cleaned my coil ever because I can't get to it without ripping the ductwork apart.
The problem with coil cleaning is you need to clean opposite the air flow. That means you can spray the bottom but you need to rinse from the top otherwise you'll drive the dirt further into the coil.
Not cooling properly ?
A dirty coil will reduce airflow considerably. Do you have an air flow issue ?
There are other things that can affect cooling.
If you're in the Northeast..... your system may be a little tested right now. That is normal.

Airflow problem yes. It iced up but I can deice then it works for a bit. I think inner coil clogged a bit. I don’t want to undo the duct work bet maybe that is best? I could rinse from top and catch down below
