Unhappy AC Condenser motor Capacitor

If I press the solenoid button on my outside AC unit and the fan starts but it won't come on with the thermostat , does that mean the capacitor is bad ?

Welcome to the forums.

That's the contactor you're pushing on.
No.... the capacitor has no bearing on that problem.

It's a little cool to be running the A/C..... is this a split A/C or a heat pump system ?

You will need a voltmeter to check the two wires coming into the condenser where they are spliced with wirenuts. If you have 24vAC then the problem is in the condenser and more than likely you are low on refrigerant. If you don't have the 24v then the problem is between there and the air handler in the house.
