HVAC Evaporator Refrigerant Line Froze, Air Not cold

The system is running but the air is not cold (it is barely cool) and the system can not get the temperature below 80 degrees. Air filter is new and just did a cleanup on the drain line. The system is 20 years old, could it be low on refrigerant and needs recharging or is it something else? See photo below. Thanks

Has to be one of the following 2 reasons: 1. low refrigerant. or 2. weak air flow (may be bad blower fan).

Just checked the vents and the airflow is very decent close to the vents and I can feel it about six feet away.

With the little bit of spotty frost/icing there.... you are low on charge.
Looking at the corrosion there on the evaporator coil.... that's probably where the leak is.

Don't let the tech just recharge and run.
Have him check for leak.
