Compressor noise or fan noise

I can hear what sounds like the fan is running. I don't actually hear the compressor.
Look at the back of the condenser. There are two copper pipes. The larger one should be insulated.
Touch the larger pipe wherever you see metal..... is it ice cold..... then the compressor is running.
Different comments for a heat pump.

I usually turn off the breaker for the outdoor unit., prove power is off with a meter or volt stick, unwire the compressor common and run wires from the contactor, tape them off so they can't touch each other or anything else and restart the unit if unsure what is making the noise.
But, Like PJ has already posted, I don't hear the compressor running at all.
