Repair and Load on Porch Pillar

I have a situation with a porch pillar where some of the mortar cracked off and I am seeing some rust on the metal brace.

Does anyone have suggestions on what is the best approach to repair this or what I should look for in having someone repair it for me?

I guess one thing I am uncertain on is if the metal rod is actually resting a load on the concrete mortar or if the metal rod is actually the main load structure element that extends into the concrete and the mortar just protect it from moisture. Also is the rust on the metal rod concerning if I sand and paint.

So there really isnt anything there that I would be concerned about. Some rusty metal primer and paint and replace the wood.
