basement flooring options

I am finishing my basement to be used as extra living space. I am trying to determine a fairly cheap way of handling the floors.

It is presently bare concrete. At first, I thought I would paint a coat or two of grey concrete paint and then just throw area rugs around the room. I think, however, that the floor would seem too hard if I did this not too mention I worry that mold might make its way underneath the rugs.

Is there a padding out there that resists mildew/mold that I could lie directly on the concrete between the floor and the area rugs? I would also like the padding to be thick enough to make the floors relatively comfortable to walk on.

my own thought is that you live in boston a very cold place in the winter? Any money you save by not insulating the floor will be lost heating it. id go with 2x4 sleepers and R-10 insulation and then 3/4 plywood and go from there. It seems like more cost now but it will be a more comfortable space when you are done.

If you really want to paint it Id go with epoxy paint as its very durable.
