what is the difference? Which do I use and where?

There are many different kinds of joint compound. Most DIYers are best served with an all-purpose joint compound for everything. That's probably the one with the green lid, assuming you are looking at the Sheetrock brand from USG. I recommend you use paper tape with it, rather than fiberglass mesh.

Can you give us any other information about these two products other than the lid color?

I was at home depot tonight ordering drywall and I looked again at the containers. Their both made by usg. The blue seems to be a fine purpose and the green seems to be all purpose. I guess just use green for everything?

Green is general purpose and blue is lightweight.
