What is proper spacing?
While attaching pressure treated bottom rail to concete floor, what is correct spacing of nails to this rail? Using power actuated nailing gun. Above rail is non load bearing wall. Thanks.

For the most part, you are securing the bottom of the wall so that it doesn't slide or move on you. Using the powder actuated nailer every couple of feet (3-4 per board) will be fine. Make sure you know where your vertical studs will be placed, and don't nail at that spot. You can work around a protruding nail in the sole plate, but it's easier if you don't have to.
