ATTIC FLOOR INSULATION

I recently had a Energy Advisor visit my home and advise me that I needed to insulate my attic floor. The attic is unheated but there is a hard wood floor over the joists. Under the floor it is insulated but the insulation is very old and not the proper R value. He advised to roll unfaced insulation over the floor and ontop of the ceiling of the heated room that is in the attic. Can I roll the insulation over a heat vent? Do you have any tips or suggestions on this project?

Just leave a hole where the heat vent is.Stay back about 4" on all sides.
