How can I remove drywall tape without destroying the drywall? Is there a techniques much like steaming wall paper off to remove the tape?

Removing the drywall tape can be done with a sharp razor knife and a lot of patience. (I am assuming that you have some bad spots in the tape.) But removing the joint compound really isn't possible. What you have to do is simply feather another lite coat of mud over it. If you are dealing with bad spots, try using the fiberglass mesh tape. It's impossible to get air pockets trapped under it.
