Bottom Step Height

Bottom Step Height

I am planning on installing a subfloor w/ sleepers and 5/8" board. This will cause the last step off the stairs to be awkward. I'm thinking I have two options 1) Live with it or 2) have a "landing area" at the bottom of the stairs with no subfloor, say about 5'x5' and then have a step-up to the subfloor portion. Any thoughts or suggestions would be helpful.

What about a landing area that would be the same height as the first step? I don't think I'd want to step down to then step back up. I'd raise the landing area or if that wouldn't work, live with the first step being a small one.
