Floor Joists

The floor joists in my crawspace have moved from 90 degree on the middle foundation. As a result the floor has sagged. It appears the reason this occurred is that the load bearing wall above was not directly over the joist. What is the best method of raising the floor so that an new joist can be installed directly below the load bearing wall? This is a two story house.

Would need a little more info. Question. Are you sure that the upstairs wall you are talking about is load bearing. The way you described it, it runs parallel with your floor joists. Is that right. A true bearing wall should run across the joists.
Of course, it is possible I have missed this whole picture.
