Basement Dust

I moved into a new townhome just constructed and the unfinished basement(concrete floor) has fine white dust (the builder forgot to clean it , I guess).
Any pointers of how to clean the basement as I want to put in excercise equipment and I donot want to breathe fine dust?

a good wash down. let the floor dry,than 2 coats of a good concrete sealer.

Continuous Soffit Vents

I'm installing continuous soffit vents. They are the thin Aluminum ones that are about 2-3" wide. - What's the best way to attach these? Black phosphate drywall screws would look awkward, IMHO. Nails would be hard to pound in. Maybe it is just hard. - Also, would it be worthwhile to put screen over the inside of the vents to keep out bugs? Thanks in advance!

How to attach wall framing to cement floor?

I'll be framing in a new wall in my basement. What's the best way to attach the wood frame to the cement floor? Should I use a masonary bit for my drill, then screw it in?
