Carpet over concrete floor

I am finishing off half my basement. The existing floor is concrete. I plan to put carpet down. I remember reading an article in a magazine on how to prepare the concrete for carpet. I believe the article mentioned using roofing paper. My basement is like most a little damp.
Please let me know any proper steps to complete the carpet installation.

If your basement is 'at most, a little damp' then I'd hesitate before finishing. Especially before putting in carpeting.
Try to dry the basement out first. Maybe all you need is dehumidifier.
If your not sure about the floor, do the test. Tape a 3x3 foot plastic onto the floor. Seal all edges. Come back in a few days. If there is moisture between the floor and plastic don't finish the basement.
Once the basement is dry, just put an 8-pound pad under the carpet. You don't need roofing felt under it.
