Crawl Space Dampness

New Home with drain tile at footing(with holes) and drain tile for gutters near ground level(solid pipe). In Crawl space you can stand up at one end and kneel at low end(lot slopes off at high end). After a hard rain you notice damp spots at high end in corners where house turns. Exterior cinder block coated with Sealent (black tar substance). Any suggestions--is this a future problem. Dirt is covered with poly.

Check the grade at the high end of the house. It should allow run off to flow to the sides and away from the foundation. Ensure there is proper ventilation in the crawl (about one square foot for every 300 square foot of area. If the floor area is dry, the drainage tile is doing its job. Keep an eye on things, but I don't believe you have a serious problem
