Tie back - structural anchor installed during a foundation repair? Call a pro. Preferably the Contractor/Firm who installed them. Repair methods may involve: 1> epoxy injection (a rigid structural repair) or urethane (flexible) material. 2> core and patch with hydraulic cement or a non-shrinking grout. 3> sealing the exterior with hydrostatic mastic.
Tie back = "Snap Tie" - a device installed during formwork and snapped off during removal - or their cousin tie wire & spreader blocks? Scarify and fill divots with hydraulic cement or sand and cement modified with underwater grade epoxy.
