i have no idea on how to do this, but the house i moved into needs to have the basement resealed. is this something thats done on the inside or the outside of the basement, and will i be able to do this myself?

Why do ou think it needs resealed? And what do you mean by reseal? To some that is merely painting the walls with drylock, to others it means digging along the foundation and applying new waterproofing.

We have a finished basement, with carpeting over pad. We want to put in a new partition wall. Can the sill plate go on top of the carpeting or does it need to rest on the concrete floor?

basement ceiling insulation

I need to insulate a ceiling that is the bottom of a concrete porch. What insulation and covering could I use without losing a lot of head room? I am doing the job mostly by myself and hefting drywall to the ceiling seems out of the question. I thought about foam insulation and wall panels glued to the ceiling but I want something to hold it in place. HELP
