I am in the process of finishing my basement. Half will be completely done and insulated, however, I was not planning to insulate the other half. Can I still put up drywall (without insulation) over the 2x4 framing on the "unfinished" side? Do I still need to put up a moisture or vapor barrier? Thanks!

Depends on whether that half is heated, how much, and how humid of a climate you live in.
If you live in a dry climate, or if the room won't usually be above 60 degrees Farenheit, you probably don't need a vapor barrier.
Having said all that, why don't you just do it anyway -- it's pretty cheap. Actually the insulation is pretty cheap too. And the electrical wiring is pretty cheap too. Say, why don't you just finish that half too?
