Question

I am interested in making may basement into living space. I would eventually want a certificate of occupancy for it one day. I live in the new york area and I was wondering what kind of restrictions there are and if you know how i could obtain that information. My main concern is that my ceiling is only about 6' 1", and I don't want to put too much work into it if it wont pay off later. Thanks for your help in advance!!

You should start by calling your building department. Ask them these questions. Some building departments have printed material specifically related to finishing basements.

In my city, they would not approve finishing a basement with a ceiling as low as yours.

Get the building permit before you start work.

If your ceiling is only 6'1" I guarantee you will not get a permit.

How far do you think I should go to at least make it somewhat liveable for now and not get the short end of the stick on resale?

That's a personal decision, depending on what you might want to do down there and how long you plan to live there.

I don't think I'd count on recovering a dime on resale, so only do what pays off to your use.

Don't do anything that will make your use dangerous or unhealthy. This especially applies if you do anything to the electrical or plumbing. Don't let anybody sleep down there.

You can relly fix it up like you want, only you cannot rent it out. You will have to get a permit before starting, and probably no sleeping area without an alternative exit out of the basement. Your improvements will result in about a 25% recovery of your cost.

Man, I really appreciate all of this help! My basement does have an alternative exit but before doing anything I should get a permit? Would I go to the building department in my local town hall? Thank you again for all your help!!
