Basement remodeling

I have a block foundation basement. There are a few cracks that were repaired by the previous owners. Not a great job. No water leakage that we can find. We want to turn the basement into a living area. What would we use to seal and smooth the walls to paint? or is Drywalling a more cost effective choice?

The choice is really yours. If you are looking for a finish like your upstairs, then drywall is the way to go. Or simple framing and paneling or etc. If you want a block look, then seal your walls and go.

Question

If I kept the block look, what would I use to smooth out the areas where the previous owners repaired cracks by the windows. I don't want lumpy walls.
