covering crawl space opening

There is a smaller box next to my electrical breaker box and it's labeled "QO Load Center". It's got one switch that looks like a breaker switch, but it's in off position. Two electrical conduit connections run between this box and the main electrical box. Can anyone tell me exactly what this box is for? I would like to move this smaller box closer to the main electrical box if it's not too much work. Otherwise it's going to be an annoyance to my finishing work, as the two boxes are separated by a couple feet. Thanks, Eric

I have just completed (almost) the framing of our basement. After discussing with a friend the value of getting a permit and inspection from the county, he told me that for insurance purposes, if nothing else, I should get it done. So... my delema is... I framed without using pressure treated wood for the bases and have been told by the county that I need to in order to meet code. Not wanting to rip up all of my work, I am looking for alternatives. I heard that there may be felts that can work by simply pulling out the framing and reatatching to the floor with felt under it?? Any ideas would be appreciated. Also, does anyone know if the insurance (and resale) issue is valid? By the way, I live in Anne Arundel County, Maryland. Thanks!
