basement ceiling insulation

I will be insulating my basement ceiling, prior to drywalling, primarily for noise dampening. I planned on using R-13 and was wondering if it is better to have the insulation flush with the above floor deck, leaving an airspace below the insulation, or to place the insulation along the bottom of the joist, leaving the air gap above the insulation.

Perhaps it really doesnt matter?!
