Conduit in the way!

Question

I would like to frame the perimeter my basement using 2X4's, two walls have conduit attached to the bottom of the above floor joist, right were I would need to attach the top plate. Is there a minimum requirement for attaching the top late to the joist or must all conduit be moved. There seems to be room for a block to be added between top plate and joist every two feet or so.

I can't quite visualize your situation, but you can probably use the blocking technique if that will work for you. Personally, I'd just move the conduit/wire. It is typically when finishing a basement to move utilities out of the way first.
