I am building a workshop in the basement of my 1600 sg. ft bungalo. What materials are best to use in the walls and ceiling for sound insulation from the rest of the house?

I would just use sound board. It is a sound proof sheetrock. They use it in walls of motels. Comes in 4x8 sheets, and is heavier then sheetrock.

I've never used sound board - so it might be the best answer - but you might also want to install acoustical insulation in the stud/joist cavities before drywalling.

Since you asked about the "best" solution, you'll want to do both of the above, i.e., installing acoustic insulation and a layer of soundboard. In addition, then add aluminum resilient channel strips (aka "Z" channels, aka "rc 1 sound channels") and a second layer of drywall, screwed only the the channel. You'll probably need to go to a drywall outlet to buy the Z channels -- I don't think Home Depot carries them.

Thanks for the replies posted to my soundproofing question. I've never heard of these products in canada. I'll check home depot to see if they carry them.
